can this program handle BOM revisions, can it keep new and old versions

Yes.
Open an assembly in the Assembly Editor. (That's the 'Edit Parts List' option in the menu.)
Make your minor revision changes and then, from the wrench menu select the option to 'Save As'. You can now save the assembly with a new part number or a new revision number. The original assembly remains unchanged.
Now have have both the old and new revisions of the assembly.
