Does MiniMRP track who and when changes are made to the database?

Every transaction that affects the OnHand quantity is recorded in 'History'. You see an Item's history in the History tab when looking at the Item Detail.
Also in the Item Detail window is a 'Comments' tab. Here you can enter any details you want such as changes to an assembly/BOM.
In your question you asked if it tracks "Who" made a change. The answer is no. But it's a fair suggestion and I've put that into the suggestion box for a future update. ie add a column to the History table to show who shipped something, issued it or booked it in.

This is kind of the same question. If I change a BOM, does the system record who and when? Or if a supplier changes a part number and we update the item master, does the system record who and when?

Hello Steve. It is the same question so I'm kind of sticking to the previous answer I gave.
The Item history records when the OnHand inventory quantity is changed. For example when items are received, issued, ship or consumed.
But I think you're the first person to ever ask for it to log the name of the person. or to log other events such as edits or changes to an assembly parts lists.
But then I also said that it is a fair suggestion and I've put it forward as a something we ought to add in future. Unfortunately I can't say 'when' that update will be completed.
