How long does it take for newly inputted data to be available for other users to see it?
In particular, I have a user creating parts that need to be selected for PO’s and another user can’t access them after refreshing or logging in/out again.

When one user inputs data that data is immediately available for other users.
If other users are not seeing the same data then you need to check that they're actually sharing the same database file.
If you have the 'Pro' version then that can also manage multiple warehouses and parts can exist in individual or in multiple warehouses. Make sure you're not adding items in the wrong warehouse.
