Can I import import an external purchase order (eg Element 14) and automatically create new inventory items for those I do not already have in the database? Otherwise, can I just import the new inventory items from a CSV file?

Yes you can import CSV to create new inventory items. But it won't automatically create a purchase order. It'll just create the items that don't already exist n your inventory.
