We currently have 3 licenses and an SQL server for the DB. It is working perfectly. Among the 3 machines, we have one machine (in a parts cage) that multiple people may login to with their own Windows account. Does each person need their own license on that machine? Or is it truly a "per machine" license? One person installed MiniMRP on that machine and used the license key to get it running. Another person logged into that machine and when running MiniMRP, the software asked for the license key. Should he enter the same license key again since it is on the same machine? Your help is appreciated.

Yes. On the same machine use the same licence key - it's per machine.
When you enter the activation code it may show a message saying that the code has been used before. Just ignore that and carry on.

Of course using the same key assumes that the users can't actually be signed in to windows with their instance of MiniMRP running at the same time.
When a user finishes working with minimrp they need to close it before signing out of windows or switching user.
