What is the procedure for starting an empty database?
(This is, of course, after backing up the existing one.

If you want to start with a new/empty database then you just need to delete the data file and re-install MiniMRP.

The program usually installs in the folder c:\program files\minimrp4
Or: in c:\program files(x86)\minimrp4

In the folder is a file MRP4DATA That file contains your data. Delete the file and then re-install MiniMRP.

After installing the software make a copy of the data file before using it so that you can go back to an empty one if you want to.
