Yes. each user needs their own licence key/code.
The price per licence is lower when you buy more than one. Click the 'Prices' button in the top right corner of this page to see prices for multiple users.

hello again. I think I have convinced the powers that be to purchase at least one license until we determine that it really is what we want. The question now is how well does the program handle Windows upgrades. They don't want me to buy anything that will be obsolete after the next upgrade

Nobody can know what the future holds. All we can do is look at how mini mrp has handled upgrades through various windows versions in the past.
mini has been around for over 20 years. That's roughly one major mini mrp upgrade every 5 years.
The differences between 2 and 3 were quite minor so we didn't even upgrade to v3. We stuck with v2 till Windows 7 came out. It worked fine but just looked dated so we went to v4. We're actually still with v4 on windows 10 and just considering whether it's worth uping to v5.
We've got multiple users so upgrading from v4 to 5 is only $50 per user but v4 is working fine for us so no hurry.
You mentioned obsolete after the next upgrade. What do you think windows is going to do? Microsoft aren't going to do anything that breaks millions of applications around the world. Applications that do break with each upgrade are usually because the software seller did it on purpose as a way to bill more people for upgrades. I've never seen anything with mini that would suggest they work that way.
