Can I load minimrp db to a USB drive? I have both a desktop and a laptop and I need to be to use either.

Technically yes. You can. But you'll need to buy two licences of MiniMRP. One for each machine. The price is adjusted to make the second one cheaper.

The software usually install in the folder
c:program filesMiniMRP4

or on a 64bit machine
c:program filesx86minimrp

Make a copy of the folder with contents on your USB drive.

Navigate to the folder on the sub drive and start MiniMRP by clicking the MiniMRP.EXE file on in that folder.
