I am wondering whether the licensing for this software is on a "per computer" basis, or "per user" basis. My company is looking into getting a software with "floating licenses", i.e. software installed on 10-15 computers but only 2-3 concurrent users. Are we able to share 2-3 license keys among multiple computers?

It's per computer.
When you purchase you receive the number of licence keys. You key a licence key in to one computer to activate/licence the software on that computer.
But since covid they'v e relaxed the rules because lots of people are working from home. So there is some flexibility for example where a user who has a computer in the office, a computer at home and maybe a portable/laptop for use away from the office then all of those computers can be activated with the same licence on the basis one user obviously can't be in the those different places at the same time.
The software isn't expensive especially when you buy 5, 10 or more licences.

Muchael's right. It's not expensive.
I've been using MiniMRP for over 10 years.
I can understand if somebody was signing up to a product which had a monthly licence fee. Would be difficult to want to pay each month for a user licence that was never actually used. It's not a lot of money. Just the principle of paying for something that wasn't actually used.
But mini map doesn't work like that. It's a one off payment. Just buy 10 or 15 licences outright and then that's it. Never pay again. It's really not that expensive when you consider the years of use you'll get without any further payment.
