Can one just hand over some, but not all of the parts needed for an assembly (ex: in case the assembly suffers some interruption due to an unexpected problem, becoming pending)?

When you "Process the Bill of Materials", you can select the amount to issue, or complete.
MiniMrp also allows (rightly or wrongly) negative stock.

No. I think you can only 'Allocate' or 'Issue' the whole work order. In other words, when you 'Issue' the whole work order becomes WIP unless you choose to change the work order quantity to match the available parts.
Once it's WIP you can 'Complete' parts leaving some as WIP.
